Minutes from a Town meeting on 1/2/2020.

Lapel Town Council Meeting

January 2, 2020

In attendance: Chad Blake, Tom Marvel, Teresa Retherford, Jason Kleinbub, Lindsay Washmuth and Jeff Graham, Town Attorney.

7pm meeting called to order and the floor was opened for public comment.  Being no public comment the meeting moved on.

Teresa Retherford was welcomed to the Council and introduced to the public by Marvel.

RQAW 300 S- Council discussed and agreed to wait until 2021 for this project.  The Main Street paving project needs to be under contract by February 18, motion made by Marvel, 2nd by Blake to have the Town send out specs for bids, all were in favor.

Election of Officers:

Kleinbub made the motion to elect Blake for President, 2nd by Marvel, voting yes, Kleinbub, Marvel and Blake, voting no, Retherford and Washmuth.

Retherford made the motion to elect Marvel as Vice President, 2nd by Washmuth and all were in favor.

Liaison: Kleinbub asked the Council to remove the liaisons and have the staff rely on the President and Vice President for direction.

Motion to appoint Retherford to the Planning Commission as Council Rep made by Marvel, 2nd by Blake and all were in favor.

Motion to appoint Blake and Washmuth to the Fire Board made by Marvel, 2nd by Retherford and all were in favor.

Table the election of members to the LRC until the January 16, 2020 meeting.

Motion to approve Resolution #1-2020 made by Kleinbub, 2nd by Washmuth and all were in favor.

Motion to approve hiring Char’s Accounting Service to train Office Staff in Fund Accounting made by Blake, 2nd by Kleinbub and all were in favor.

Motion made by Washmuth to write off balance for 408 S Walnut (deceased owner), 2nd by Marvel and all were in favor.

Motion made by Blake to send #8180 00 to attorney for collection, 2nd by Washmuth and all were in favor.

Motion made by Washmuth to send #2296 01, #8135 00, #10020 00, and returned check from #10020 00 to collections, 2nd by Retherford and all were in favor.

Park Update-Travis Forrest informed the Council the Park Board would meet this month and have election of officers.

Police Update- Chief Naselroad reported that officers will have class in March and 2 officers will be going to a one day OWI course.  Officer Montgomery is doing well in his training and Officer Petty is recovering from an injury sustained from a car/foot chase with only minimal time missed from work.

Motion to have the Code Enforcement agent clock in and out made by Kleinbub, 2nd by Washmuth and all were in favor.

Executive Sessions were set for January 8th at 7:30pm at the Lapel Police Department and January 9th at 7:30pm at the Lapel Police Department for the purpose of interviewing prospective Utility Superintendents.

Being no further business to discuss the meeting was adjourned.
