Lapel Town Council Special Meeting
October 11, 2017

In attendance:  Michael Cates, Tony Pearson, Deb Wainscott, Dave Taylor, Lindsay Washmuth and Dennis Molina.

6:30pm meeting called to order

Wainscott made the motion to approve the 2018 budget, 2nd by Cates.  Voting yes, Cates, Wainscott and Pearson.  Voting no Washmuth and Taylor.

Fishersburg Flow meter is not working.  It needs replaced.  Quote from Gripp for replacement is $5194.00.  Motion to approve quote and replace made by Wainscott, 2nd by Taylor and all were in favor.

Water leak at Short Street and Pendleton Avenue.  Quote from Culy to repair leak with 2 inch poly line $26,100.  Wainscott made the motion to approve quote and work, 2nd by Washmuth and all were in favor.

Jon Buffington has graduated the Police Academy and according to the salary ordinance will receive a $3000.00 raise in pay.  Taylor made the motion to approve 2nd by Wainscott and all were in favor.

The Resolution for the NSF fee change of $35 from $20 was reviewed and rejected.  Cates made the motion to change the NSF fee from from $35 to $50 per check, 2nd by Washmuth and all were in favor.  Changes to be sent to Byer’s office.

South Madison Community Foundation informed the Town we have $990 to donate to charity, Lee to investigate which charities are eligible and report back to Council.

Wainscott announced that the Lapel Stony Creek Township Fire Territory now has an OSI rating of 4 and for the Town to check with Myers regarding a discount on our policies.  Lee to inform Shelly Troutman tomorrow morning.

A bill from Morgan Tree Service for $650 was presented for payment; tree was removed at Town Dump.  Motion to approve and pay made by Wainscott, 2nd by Taylor and all were in favor.

Wainscott requested that the new hires be present at the next Council meeting for introduction to the Council and residents.

Being no further business to discuss, meeting was adjourned.
