Minutes from a Town meeting on 9/1/2016.

The Lapel Town Council met in regular session this date, at the Lapel Eagles, at 7pm, with the following members in attendance – Lindsay Washmuth, Vice President; Deb Wainscott & Dave Taylor, Members; Bill Byer, Attorney; and Dennis Molina, Clerk/Treasurer.

Budget Hearing – A public meeting concluded with no questions asked.  Taylor moved, seconded by Washmuth, motion carried unanimously to accept the budget as proposed.

Jackie Keller-Group Benefits of Indiana presented a UHC plan to the council for the employees health coverage.  Beginning date for coverage would be October 1st, 2016.  Wainscott inquired about a Childcare Spending Acct and HSA which they will look into.  Wainscott moved, seconded by Washmuth and motion unanimously carried to provide employees with UHC insurance.

The 1st readings for the Golf Cart Ordinance and the Bicycle Ordinance were given.

Johnson requested street and stop signs at the corner of Hickory and Beechwood.  Taylor moved, seconded by Wainscott, motion carried unanimously to approve.

Molina presented an invoice from Umbaugh for their work on the annual report to Gateway.  Wainscott moved, seconded by Washmuth, motion carried unanimously to pay the bill as presented. Lee would like Umbaugh to provide some additional information to her for the purpose of going forward.  Byer asked that Lee forward a copy of the bill and her request to his office.

Johnson is going to speak with Bill Hutton about the mowing at the new park.  Residents would like to see the mowing and weed removal done on a regular basis.

The following addresses need vegetation letters:  408 Walnut and 229 E Pendleton Avenue.  Wainscott moved, seconded by Washmuth, motion carried unanimously to send.

Council agreed to send Bill Byer the outstanding bill totaling $ 462.07 for Ernest Wilson at 804 Central Avenue to pursue collection.  Wainscott moved, seconded by Washmuth, motion carried unanimously.

Lee would like to make a September purchase of 50% of our gas for the winter from Constellation at $ 2.86 per unit.  Taylor moved, seconded by Washmuth, motion carried unanimously to purchase.

Heavy trash is set for October 12th, 2016

Dave Bodenhorn asked the council for preliminary plat approval for Maggart Minor Subdivision.  Taylor moved, seconded by Wainscott, motion carried unanimously to approve.

There being no further business to discuss the meeting was adjourned.
