The Lapel Town Council met this date, at the Lapel Eagles, at 7pm, with the following members present- Gary Shuck, Tim Munro, Debra Wainscott, Carl Tony Pearson, Clay Parkison, Tom Tudor, Clerk/Treasurer, and Bill Byer, Attorney.
Pearson moved, seconded by Wainscott, Munro abstained, motion passed to approve the minutes from the 12/12/2011 and 1/5/2012 meetings.
Munro moved, seconded by Wainscott, motion carried unanimously to approve the payment of claims as presented. Pearson moved, seconded by Munro, motion unanimously passed the pay the Water Project claim.
Tudor reviewed the financial statements for December, 2011 with the Council. Pearson moved, second by Parkison, motion passed unanimously RESOLUTION # Cover Appropriation Negatives for 2011 with Appropriation Positives.
Tudor reviewed the year end settlement of property taxes and how it related to the beginning amount available to the Town for 2012. The Madison County Auditor`s Office cut our property tax income by 17% from what the Department of Local Government Finance stated that we would receive. The Auditor's Office said the cut was from unpaid property taxes and effect the property tax cap had on Madison County government units. The planned operating balance left afting paying off our temporary loans was $8488. We actually had $20, 566.67. The Town can place little faith on the DLGF 2012 property tax revenue number. The Council agreed to be very conservative in our spending for at least the first six months of 2012. We will review the property taxes received in the first half of 2012 to the plan.
Don Shupe estimated the cost to tear down the 7th St house at $19,100. The Council took the estimate under advisement.
Bob Kowalski reviewed the property cleanup list with the Council to determine if the property owners were cooperating.
The Council wanted the junk vehicles removed and try to work with the property owners that are blocking the alleys. Members of the Planning Commission asked for clarification from Clay Parkison concerning off street parking for vehicles for sale at his business located at 11th & Pendleton Ave. Mr Parkison assured the Council that vehicles for sale will never exceed the off street spaces available at the location. He stated that at no time will vehicles be parked on property that he does not own. The Council reviewed the site plans for the new National Oil Convenience store and gas station.
The Madison County of Governments staff made a presentation to the Council concerning services they could provide the Town of Lapel.
Mike Barnes presented the Police Report.
Parkison said the Park Board has met. The Board is in need of three new members.
